BNL Technical Services, LLC is a contract engineering support and renewable energy services firm incorporated and headquartered in the State of Washington. Established in 1999, BNL Tech has a well-established record of successfully meeting the needs of our clients. Our management staff has over 90 years of working within and supporting complex engineering and consulting projects.

Management Team:
Wilson Stevenson attended Vanderbilt University prior to enlisting in the United States Marine Corps in January 2001. During his term of active duty, he served as a Reconnaissance Marine and Chinese/Spanish Cryptologic Linguist in support of the Global War on Terrorism. Upon receiving an honorable discharge in June 2006, Wilson attended the University of Washington where he graduated magna cum laude with a B.A. in International Studies and a Certificate in Accounting. Wilson focuses on ensuring that BNL Technical Services provides its clients with the highest quality service at highly competitive prices.
Bill Woody co-founded BNL Technical Services, LLC in 1999. Utilizing his extensive industry contacts, he has recruited top engineering, technical, and professional candidates from around the country. Bill has worked in the energy sector since 1976. He has extensive experience at nuclear powered, gas-fired, and coal-fired facilities. During his more than 30 years of experience, Bill has served as an Instrumentation and Controls Engineer, Startup/Field Engineer, Procedure Writer, and Work Package Planner/Scheduler. His continued focus on the needs of the client has allowed BNL Tech to earn a reputation as a reliable source of top notch talent.
Jeff Spiesman has been with BNL Tech since 2002. He possesses an engineering and business administration background with 30 years of professional experience. Jeff attended Michigan State University where he majored in Electrical Engineering and received a B.S.E.E. degree. He completed his graduate studies at Lake Erie College, where he earned his MBA. In addition to being a licensed professional engineer, Jeff is an experienced Safety Analyst, Instrumentation and Controls Engineer, and Startup Test Engineer. Prior to joining BNL Tech, he worked on projects with the U.S. Nuclear Regulatory Commission, Battelle-Pacific Northwest National Laboratory, Westinghouse, General Electric, Savannah River Company, and EG&G Rocky Flats, Inc. Upon arriving at BNL Tech, Jeff was instrumental in obtaining BNL’s first General Services Administration (GSA)/Federal Supply Schedule contract for worldwide Professional Engineering Services. He currently oversees supplier registration, technical recruitment, development of the company’s technical proposals, and administration of contracts.
Terry McLane possesses a business administration, procurement and management background with over 30 years of government contracting experience, primarily at US Department of Energy nuclear weapons production and superfund sites. He attended the University of South Carolina and received a B.S. in Business Administration and Management. He has held procurement management positions and has overseen large, complex procurements for prime contractors operating and managing the Savannah River Site (SRS) and Hanford Reservation. His experience includes management and administration of the procurement of materials, services, construction and remediation/cleanup projects under federal prime contracts and subcontracts, during which time he served as a Procurement Policy Procedures and Administration Manager, Strategic Sourcing Manager, Consolidated Procurement Manager, and Subcontract Specialist. He possesses detailed knowledge and expertise in federal acquisition regulations, agency acquisition regulations and associated policies and procedures for compliance therewith. He has a proven track record of achieving results through employee empowerment and diversity awareness. Terry currently assists in supplier registration, new business development, teaming and mentor/protégé opportunities, and administration of contracts.

Michelle was born and raised in Aiken, South Carolina. She attended Johnson and Wales University in Charleston, SC and earned a Culinary Arts Degree. She has traveled the Department of Energy contracting circuit living in Denver, Oak Ridge, Albuquerque, and now resides full time in the Tri Cities area of Washington state. In her current capacity, Michelle is responsible for managing daily operations at the office in Richland, WA.
