BNL TECHNICAL SERVICES, LLC is a licensed engineering and project support services firm incorporated and headquartered in the State of Washington

Established in 1999, BNL Tech has a well-established record of successfully meeting the needs of our clients.

The BNL Tech management team has over 100 years of combined experience working within and supporting complex engineering and consulting projects.

Our Management Team



Wilson joined BNL Tech following his term of active duty in the United States Marine Corps, where he served as a Reconnaissance Marine and Chinese/Spanish Cryptologic Linguist in support of the Global War on Terrorism. He is an alumnus of the University of Washington where he graduated Magna Cum Laude with a B.A. in International Studies, a Certificate in Accountancy, and a Masters of Business Administration. Wilson focuses on ensuring that BNL Tech provides its clients with the highest quality service at highly competitive prices.


Principal Electrical Engineer

Kevin joined BNL Technical Services, bringing with him over 40 years of engineering related experience. Kevin is a licensed Professional Engineer (Electrical), a Certified Power Quality Professional, and a member of the Lightning Protection Institute. Kevin has experience in construction projects as an electrical field engineer, maintenance engineer, project engineer, project manager, pre-operational testing and start-up engineer, and design engineer, working in Canada and Brazil, as well as multiple states in the US. He also has extensive work experience with DOD/DOE/NSSA Pacific Northwest National Laboratory (PNNL), Sandia National Laboratory (SNL), working on Design, Integration, Construction, Communications and Engineering (DICCE) projects in 25 countries as well as in the US. During Kevin’s career he has supported maintenance and repair projects (electrical, mechanical, and civil) in several different countries.


Senior Project Manager

Seth joined BNL in July of 2014 as a Senior Project Manager/Senior Designer, bringing with him over 25 years of experience in multiple engineering disciplines and construction support positions. Seth obtained his PMP certification from PMI in 2012. Seth’s experience includes over ten years working for an architectural engineering firm which included over five years working on international projects supporting DOE and NNSA with Design, Integration, Construction, Communications, and Engineering (DICCE) projects in 25 foreign countries. This work included travel to multiple countries to provide both design and construction support on site. Seth’s additional experience includes over seven years for the Boeing company in Engineering Liaison for the 747 and 777 as well as structures design on the 757 and 767. He also has over seven years in the nuclear industry in mechanical/piping/electrical design at multiple commercial nuclear power plants and facilities around the country while working for Westinghouse, Pacific Nuclear and Kaiser Engineers.


Director of Engineering & Construction

Prior to joining BNL Tech, Don spent 7 years as a Senior Project Manager with Apollo, Inc. (one of the largest and most diverse General Contractors in the NW) where he managed a variety of construction projects for the Federal government across the United States and at various locations overseas. During his career Don has served as a Project Superintendent, Construction Manager and Project Manager, managing a wide variety of projects including US embassy upgrades, military range upgrades, and the construction of several new buildings and manufacturing plants. Don is a retired Army Engineer Major, and holds both a B.S. in Engineering Technology and a M.S. in Construction Management from Texas A&M University. Don’s military awards include two Meritorious Service medals, two Army Commendation medals, three Army Achievement medals and a Bronze de Fleury medal (awarded by the US Army Engineer Association to outstanding members of the US Army Corps of Engineers). Don is proficient in concrete and asphalt paving operations, the construction of steel and aluminum structures and the planning and utilization of cranes. Don is well versed in construction safety and has been designated as competent person in excavations, fall protection, rigging and scaffolding.


HR Manager

Danielle Lopez joined BNL Tech as the HR Manager. Danielle is a graduate of Oregon State University and holds a B.S. in Sociology. Prior to joining BNL Tech, Danielle held various positions including a recruiter, office administration, accounts receivable/payable assistant, sales associate, intern with the Department of Human Services, and a Lead Organizer at the Hermiston DECA chapter. Danielle utilizes her organizational management, Spanish bilingual fluency, administrative, customer service, and office skills to manage the day to day human resource management requirements of BNL Tech.


Project Manager

Carrie retired from the Yakima County Sheriff’s Office after 20 years as a Communications Officer, Deputy Sheriff and General Crimes Investigator. She possesses a Bachelor of Science Degree in Business Administration with a Minor in Psychology. She joined the BNL Tech team in December of 2014 as a Database Developer, then became Office Manager, Security Program Manager and more recently the Contracted Labor Project Manager. She manages several contracts with the Prime Contractors at the Hanford Site and Veterans Affairs. Her focus is maintaining professionalism in the recruiting processes, preparing professional resumes, managing contracts for clients and candidate labor groups, and training personnel. Her hobbies include travel, camping, kayaking, and crochet.


Operations Specialist/Recruiter

Bryant joined BNL Technical Services as a Project Specialist/Recruiter after serving as a hard charging Machine Gunner in the United States Marine Corps. Bryant was born in Texas. Bryant attended Washington State University where he joined the Sigma Phi Epsilon gentleman fraternity and the Alpha Kappa Psi business fraternity. He graduated with a B.S. Degree in Cognitive Behavioral Psychology and a certificate of completion from Philipps-Universität Marburg auf Mittelhessen, Deutschland. After graduation, Bryant enlisted in the Marine Corps. During his time in the Corps, he was a Tactical Readiness & Training Instructor, a Foreign Weapons Instructor, a Counterinsurgency Subject Matter Expert, a Rifle & Pistol Coach, and a Vehicle Commander with the primary MOS as a 0331 Machine Gunner. Bryant earned his Master’s Degree at the University of Oklahoma where he graduated with distinction by maintaining a 4.0 GPA while serving active duty and later finishing his M.S. degree. His M.S. studies pertained to Criminal Justice and Administration with an emphasis in Counterintelligence & Anti-Terrorism Operations. In his leisure time Bryant enjoys running ultra-marathons, competing in endurance challenges, spending time with his dogs, traveling, and studying.


Senior Project Designer

Rafael was raised in Pasco, WA and attended St. Patrick’s elementary and middle schools. He attended Pasco High School, but moved to Lakewood, Colorado his senior year and graduated with the class of 1988. Post high school, Rafael attended the High Tech Institute in Phoenix, Arizona and graduated in 1991. After graduation, Rafael began working at the Hanford Site for Hepco Inc., Westinghouse, Kaiser and Flour Daniel Northwest from 1991 to 1998. He started Columbia River Tree Service in 1996 to 2002. Rafael started working at Meier Architecture & Engineering in Dec. 1999 up until Feb. 2015 where he was the CAD Lead and Lead Senior Mechanical Designer for 10 years.


Financial Specialist

Ale Languren joined BNL Tech as a Project Specialist. Ale attended Washington State University Tri-Cities where she earned her bachelor’s degree in Business Administration with an emphasis in Accounting in Spring of 2016. Prior to joining BNL Tech, Ale worked as an Office Coordinator for WSU Tri-Cities as well as an Accounting Intern for the Kennewick Irrigation District.
